Why a refund?
States with a refund have a recycling rate double that of Minnesota’s!
Michigan recycles 95% of beverage containers!
Minnesota has traditionally done poorly in the area of beverage container
recycling, and instituting recycling refund legislation is the way to fix this problem.
The time is now to support a recycling refund. Recycling rates for beverage containers have flattened out over the past 10 years, proving that a new approach is necessary.
The Minnesota Recycling Refund Act provides another option for recycling. MRRA is designed to strengthen existing curbside collection while giving a financial incentive to recycle. The result is less litter and increased recycling.
A Recycling Refund is a great fundraising opportunity. Can and bottle drives are a great way for groups to raise money, all-the-while teaching the importance of recycling.
FAQ
- Would people buy less beverages with an upfront deposit? There is no data indicating that a deposit has a direct affect on sales trends. In fact, in the state of Hawaii, which instituted a container deposit law in 2005, beverage sales have increased in every subsequent year.
- Is this another expensive government program? A Recycling Refund would not cost the state of Minnesota a dime. In fact, it raises money for the state to expand curbside.
- This sounds like a tax?! A refund is not a tax. Everything you pay you get back. (Taxes are not 100% redeemable, deposits are)
